Citizenship will be part of the National Curriculum for key stages 3 & 4 from August 2002.

Non-statutory guidelines for PSHE and Citizenship at key stages 1 & 2 will have effect for primary schools from August 2000.

What support will be available to schools?

In summer 2001 QCA will send support materials to all schools. This will include schemes of work for Citizenship education allowing schools to teach the required programmes of study in numerous ways and allow schools to build on the many good things they already do and continue to be innovative. It will support and illustrate how citizenship can be taught through other subjects, as a discrete subject and through additional timetable activities. It will include:

examples of good practice - e.g. community involvement, guidance on curriculum planning, references to useful resource materials for schools.

A Citizenship website launched in summer 2001 will include links to Citizenship organisations, resources, a teacher training needs identification tool and examples of good practice teachers, pupils and parents.

 

How will Citizenship be assessed, recorded and reported?

Assessment and reporting arrangements will be similar to other national curriculum subjects.  At key stages 1 & 2  schools will report pupils’ progress to parents. At key stage 3 there will be teacher assessment. At key stage 4 there will be no formal arrangements.

Will there be any Citizenship qualifications?

The Working Party has recommended the development of a short course GCSE to give pupils the opportunity to obtain a recognised qualification and a breadth of study. QCA will be working with awarding bodies during 2001. Many other Citizenship Awards and qualifications already exist, for example the Duke of Edinburgh’s Award Scheme, local community awards and competitions.

 

How will OFSTED Inspect Citizenship?

In primary schools, from November 2000 inspectors will seek evidence of the implementation of the Framework for PSHE and Citizenship and report on this. The forthcoming guidance ‘Inspecting Subjects 3-11’ will provide more information. There will be no separate subject inspection report for PSHE and Citizenship.

In secondary schools, until September 2002, inspectors will continue to comment on aspects of citizenship education as now and will also be encouraged to look for evidence of preparation. From September 2002 inspectors will seek evidence of Citizenship education as a separate subject in order to report on standards of work, the quality of teaching, and contributory factors.

What should schools be doing?

From September 2000 primary schools should use the non-statutory frameworks for PSHE and Citizenship (key stages 1 &2).  Secondary schools should review opportunities for citizenship and work with pupils to establish priorities for developing this into a national curriculum subject from August 2002.  Staff training needs should be identified and appropriate professional development  opportunities sought - the DfEE is developing a needs identification tool to be available in summer 2001.

The DfEE is currently funding organisations to develop teaching resources: the Citizenship Foundation; The Institute for Citizenship; Community Service Volunteers The Council for Education of World Citizenship, School Councils UK and the Hansard Society. These will be specifically aimed at the Citizenship programme of study and will be available next year. The Commonwealth Institute is also developing resources linked to the Commonwealth Games in Manchester, 2002. The BBC and other film production companies are preparing new programmes and videos. See the Citizenship web site and Spectrum in Summer 2001 for details.  A toolkit for primary schools on school councils will be launched later this month and free copies of a Human Rights Edition of the Young Citizen’s Passport will be distributed by the Citizenship Foundation to all schools later in the Autumn.
