KEY STAGE 3

The KS3 National Strategy provides schools with KS3 pupils an opportunity to build on the success of literacy and numeracy strategies in primary schools. The focus in the first year will be English and mathematics and literacy and numeracy across the curriculum. The Framework for teaching English: Years 7, 8 and 9 and the Framework for teaching mathematics: Years 7, 8 and 9 are important tools to support the National Strategy and give guidance on planning, teaching and assessing. Recruitment Measures

A new advertising campaign has been launched to attract qualified teachers who have left the profession back into teaching. Measures include funding for 500 new places on refresher courses and David Blunkett recently announced that, subject to the statutory procedures, qualified teachers who have been out of teaching for more than a year may qualify for a ‘welcome back’ bonus.

It can support  work in the Literacy Hour to help develop pupils’ writing and communication skills, as part of the English curriculum, or in out-of-school clubs or projects involving drama and writing activities. Opening lines by Jacqueline Wilson, John Hegley, Tony Robinson and Phil Redmond have been provided for pupils to develop into a story, poem, non-fiction piece or script. The current application round for the National Professional Qualification for Headship (NPQH) opened on Monday 23 April and closes on 4 June 2001.  Run by the National College for School Leadership, the NPQH is the benchmark qualification for aspiring headteachers and in due course will be mandatory for those taking up their first headship post.   

It is a practical programme, designed to be accessible to busy teachers in the full range of schools, with features such as a one-year programme, an access programme to prepare you for NPQH, an emphasis on school-based assessment, tutorial support, on-line material and a lively online community of other candidates.

Threshold training

Threshold training will be available for new heads, heads of service, PRUs or nurseries, acting heads appointed since the training in spring and summer 2001, and for heads who were unable to attend the training last year. Some places may be available to other leadership group members from schools that anticipate receiving a large number of threshold applications this year.

The training will cover how the threshold process operates and give heads the opportunity to understand the role they have to play.

When will events take place?

Throughout the country over a three week period from 24 September. Further details will be on the website.

From 1 June 2001 all teachers must, by law, be registered with the General Teaching Council (GTC).  From the same date the Council will have the power to take disciplinary action on teacher incompetence, and on some cases of teacher misconduct.  The Secretary of State will continue to handle cases involving the safety and welfare of children.

Radiocommunications Agency Audit of mobile phone base stations

If your school has a mobile phone base station on its premises you can still register for inclusion in the mobile phone base station audit.  This audit is to check that emissions are below recommended levels. An on-line registration form is on the website www.radio.gov.uk, where you can also find results of recent surveys and other information.  So far the surveys have demonstrated exposure levels many hundreds of times below the guidelines.   The RA will launch a publicly accessible database of mobile phone base station locations and their emissions in the near future.

 

The RA plans to complete 100 audits and then consider what general conclusions or trends can be drawn.

The Education (School Organisation Proposals) (England) (Amendment) Regulations 2001

These regulations will amend the existing regulations (1999) on statutory proposals to establish, close or make prescribed alterations to schools. They will add new conditional approvals to regulation 9 of the principle regulations allowing a School Organisation Committee to approve statutory proposals for a new school conditional upon the Secretary of State agreeing that the school shall form part of a foundation body. They will introduce a new conditional approval when full approval of one set of proposals is dependent on the meeting of the conditions for another set of proposals (where the closure of one school may be dependent on the acquisition of land to expand by another, for example).  The regulations will also require further details where the closure of a sixth form is proposed.

How to register an objection about admission arrangements to the schools adjudicator

The Office of the Schools Adjudicator have sent local education authorities two leaflets giving guidance on how to object to the schools adjudicator about admission arrangements.

Partial selection of pupils on ability or aptitude in local schools, guides parents on how to object to their local secondary school partially selecting some pupils on academic ability or aptitude for a particular subject.

Objections to school admission arrangements is for LEAs and schools that are also admission authorities who want to complain about the admission arrangements of a neighbouring admission authority.

Human Rights Challenge

A recent challenge was brought against the Department, as well as the admission authority and the appeal panel, under the Human Rights Act 1998 in the case of ex parte C.

An 11 year-old boy challenged the decision not to admit him to a voluntary-aided secondary school on the grounds that various provisions of the School Standards and Framework Act 1998 contravened Article 6 – the right to a fair hearing by an independent and impartial tribunal.

It was alleged that admission appeal panels are not independent and impartial because the appeal arrangements are made by the admission authority for the school (LEA or governing body) who also made the original decision to refuse admission. To succeed, the claimant needed to establish that the appeal panel in question was determining a civil right or a criminal charge.

The court held that there was no ‘civil right’ under English law to receive a suitable education nor does the right under Article 2 of Protocol 1 not to be denied education constitute a ‘civil right’. Although the claim against the Secretary of State was dismissed, the court did order that the decision of the independent appeal panel be quashed and a freshly constituted panel further hear the case.

It is important that admission appeal panel members are properly trained and the School Admission Appeals Code of Practice encourages admission authorities to arrange suitable training. A CD-ROM for young people from 11 upwards that is relevant to many areas of the school curriculum, including citizenship. It features over 20 minutes of footage from the Show Racism The Red Card video, including interviews with top players and football action as well as research notes, quiz, fact files on such people as Martin Luther King and Nelson Mandela and notes for teachers.

The CD-ROM is designed like a website, so a browser such as Internet Explorer is used to access the pages. It is intended to run on a PC with Windows 95 or later which has Internet Explorer set up to play mpeg1 video. The material is accessed from the CD-ROM, so you don't have to install anything on the PC.

Eleventh Youth Cohort Study – Request for names and addresses of a sample of 15 year olds

Secondary schools are asked to provide a sample of names and addresses of 15 year olds for DfEE’s regular survey of young people after compulsory education has ended.

DfEE are developing an anonymised set of data on the activities and experiences of 15 year olds that schools could use as a teaching aid in statistics, mathematics and related lessons.

Target setting in schools - Key Stage 3 and schools setting zero-rated targets

 
 

In March 2001, schools were notified of plans to introduce new requirements for school target setting, subject to making new regulations. The Education (School Performance Targets)(England)(Amendment) Regulations 2001 (SI2001/827) are now law.

Governing Bodies must set and publish performance targets for pupils at Key Stage 3. The first Key Stage 3 targets, for tests taken in 2002, should be set by 30 June 2001. In subsequent years schools will set Key Stage 3 targets at the same time as other targets in December. For further information see Target setting at Key Stage 3 (KS3) ref:  DfEE 0066/2001.

All schools must set targets. Schools that set zero-rated targets are required to set measurable performance targets at Key Stages 2, 3 and 4 in the relevant subjects using the P scales or where appropriate, other performance criteria. The first of these targets must be set by 31 December 2001 for performance in 2003. Connexions, a new information and guidance service for 13 to 19 year olds, has begun in 12 areas. Connexions helps pupils tackle a range of issues for their learning, including advice on next steps and careers. 

A guidance note ‘Establishing the Connexions Service in Schools’ was issued to secondary schools in November 2000.  The note and the areas starting in 2001 are at www.connexions.gov.uk

A regular journal, published 9 times a year during school terms, covering all aspects of careers education and guidance (CEG) with a particular focus on work with young people including those with special learning needs, disability or disadvantage.  Articles raise awareness of new developments, share good practice.  News items from DfEE and elsewhere in the CEG world and reviews of careers resources are also included.  It also carries news and articles pertinent to the evolving new Connexions Service.  Newscheck is of particular relevance to careers teachers and co-ordinators, PSHE and personal advisers.
